A café, beach huts and toilets look set to all be "temporarily relocated" ahead of the next phase of improvements to a seafront as revamp plans are being earmarked for approval. 

Plans centring around "temporary siting of WC facilities and café on Jubilee Parade, Lowestoft for duration of construction works to new two storey facility" along with "temporary relocation of beach huts" were lodged with East Suffolk Council last month.

A scheme submitted by agents Chaplin Farrant Ltd on behalf of the applicant East Suffolk Council will be voted on at a meeting of the council's planning committee north on Tuesday, November 14.

Councillors will be told planning officers recommend approval of the proposed development, subject to conditions.

A planning report to councillors states the "deemed council development" seeks "temporary planning permission".

It adds: "The purpose of this application is to provide temporary accommodation for the existing public toilets and Zaks café.

"The proposed W.C. facilities will be situated to the north of the existing Jubilee Terrace building along the cliffside, requiring the temporary relocation of five beach huts.

"The café will be positioned to the south of the Eastern Edge beach huts, in a projecting element of the promenade."

This "application for temporary consent" was submitted as a "precursor" to works for the redevelopment of the Jubilee Parade complex on Lowestoft South Beach - as part of the third phase of the £4.9m seafront vision.

With Lowestoft Town Council recommending refusal amid concerns there "is currently no permission in place for the construction of the proposed new two storey building", the Environment Agency lodged an objection amid a Flood Risk Assessment being required.

In recommending that planning permission be granted subject to conditions, the council's case officer's report to councillors concluded: "The proposed development is considered to accord with the Development Plan and is recommended favourably."

The recommendation is for "Authority to approve with conditions subject to the submission of a Flood Risk Assessment (FRA) to officer satisfaction in consultation with the Environment Agency."
