How many officials might be required to enforce these rules? Are they another non-job Labour-creation to boost Gordon Brown's efforts to win the next election?

Why not do something sensible like putting a set of twin lights each side of the two lanes alternating red and green allowing a quantity of vehicles through from each lane respectively.

Try it out with some temporary units and monitor the results. If they are good then make them permanent.
