Fly poster litter

I TRAVEL to Ipswich twice a day. The drive is quite pleasant with the trees in leaf and verges tidy. Only one thing spoils it … the number of fly posters that litter the verges.

Don't the local authorities class this as litter?
If a driver throws a sweet wrapper out of window they will get a fixed penalty and three points on their licence.
Is not fly posting in the same class?
