Bridge Road, in Oulton Broad, will be closed until 6am on Wednesday, meaning through traffic is unable to use the Mutford Lock Bridge.
The only other route across Lake Lothing is over the bascule bridge in the town centre, meaning that cars are queued for nearly a mile north of the town waiting to get across.
There were particularly long tailbacks at about 9am when the bridge was lifted to let two boats through, but routes leading to the bridge, including Whapload Road and Jubilee Way, were heavily congested all morning.
