The mother, who doesn't wish to be named, said she often had to push her son's buggy into the road to avoid dog mess.

The woman said she had written to Waveney District Council and Waveney MP Bob Blizzard about the problem because she was so concerned about the safety of young children.

She said: 'If, like me, you were to take a stroll today from the Britten Centre past the job centre and on to Stanley Street, followed by Norwich Road and walk back into town on the other side of the road you would be disgusted by the volume of dog mess present.'

The woman said in the past her son had accidentally crawled in faeces and picked it up during the summer after it was left on the sea wall on the lower promenade of the south beach.

A spokesman from Waveney District Council said they sympathised with the woman and had personally responded to her letter.

In 2007 the council introduced a dog control order, which now makes it a criminal offence for a person in charge of a dog not to clean up after it.

A spokesman said: 'We agree that the undesirable and irresponsible habits of a minority of dog owners are a problem and we do our best with the resources available to educate and encourage people to clean up after their dogs.

'However, if we receive any reports of dog fouling, we immediately pass the details to our street cleansing team to deal with any areas specifically mentioned alongside their regular daily cleaning schedules.'

He added that the council had installed 50 new bins for dog mess in Waveney in the last two years.
