Waveney District Council has appointed Councillor Bruce Provan as its chairman.
The meeting on Wednesday was the last time the full council will meet at the town hall ahead of its move to the new Riverside office complex.
Councillor Graham Catchpole was appointed vice chairman of the Council while Colin Law was confirmed as leader of the council.
Retiring chairman Peter Collecott paid tribute to the progress the council made during his 12 years as a councillor, saying it had been a time of “evolution”.
“This council is now held in very, very high esteem by, I think, everybody in local government,” he said.
He said of his time on the council: “It has been something I will remember for the rest of my days.”
Taking over, Mr Provan said he looked upon the role of chairman as “a great honour” and pledged to support the people of Waveney and portray the council in a positive light.
Mr Law said: “The future really can be bright if we build on our successful partnership working and collaboration.
“We must do our best to remove the boundaries which limit our ability to aspire to be the best.”
He said he wanted “Waveney to be an authority which is commercially forward-thinking, boasting and utilising entrepreneurial skills and always adopting a business-like approach”.
